The Task Force recognized that:
- The Legislative Budget Board requires the Texas State Library
and Archives Commission to collect a minimum of $500,000 per year
of the upcoming biennium in fees from TexShare member libraries.
The Task Force decided that:
- If the legislature appropriates the full amount of the Texas
State Library and Archives Commission funding request, the amount
to be collected in membership fees should be approximately $500,000
per year of the biennium.
- The fee structure to be established should make every effort
to insure that all libraries currently participating in the database
service will continue to be able to do so.
- A graduated tier structure should be established in order to
assess fees based upon the libraries’ abilities to pay.
The Task Force’s discussion indicated:
- Four-year academic institutions seem to be well served by the
three-tier structure currently in place.
- Community colleges may need to go to a six-tier structure, recognizing
greater diversity in funding formulas.
- Public libraries need to establish a tier structure that will
probably consist of six tiers.
