ELIGIBILITY: Everyone must apply for a TexShare
Card from their home library, (wherever they live) whether
it is a college, university, or public library. A TexShare
Borrower must show their current, valid TexShare card
and a picture ID (drivers license preferred) before
item check outs are allowed. Materials will be due according
to the Deaf Smith County Library policy for the material
type or 10 days before the TexShare Card expires, which
ever comes first.
Deaf Smith County patrons who wish to borrow from a
TexShare Card participating library must show a valid
picture I.D. (drivers license preferred), and have a
current Deaf Smith County Library card in good standing.
TexShare Cards are only issued when the universal HLC
Card or TPLS Reciprocal Borrower agreement does not
apply. Ex.WTA&M University, Texas Tech University
CARD AVAILABILITY: Borrower may apply
for a TexShare Card during the normal library hours.

RENEWAL OF MATERIALS: Materials may
be renewed one time for the regular lending period according
to the materials type. Books and Talking Books- 14 days,
Periodicals- 7 days, Videos- 2 days.
Materials may be renewed by phone, letter, fax or in
person. Phone number is 806-364-1206. Fax number is
806-363-7063. Renewal request must be received on or
before the day items are due to avoid fines being charged.
RETURNS: Borrower is responsible for
the safe return of all items to the Deaf Smith County
Library. Items may be returned in person or through
a mail service. The borrower is responsible for the
cost of all losses or damages that may occur through
a mail service. It is recommended that all items be
well packed and insured for tracking purposes.

OVERDUES: Overdue notices will be
sent to the Borrowers current address listed on their
application and their home institution will be notified.
If the borrower has not responded and materials returned
after three notices, their record will be forwarded
to the Deaf Smith County Attorney’s office for
further action.
RECALLS: A notice will be sent or
borrower will be contacted by phone regarding any item
that may be recalled because of demand.
NON-CIRCULATING ITEMS: Reference,
Genealogy, Rare Books, newspapers, most current periodicals
and periodicals in storage do not circulate outside
the library building.
LOAN POLICIES: he length of a loan
period is determined by material type.
Books and Talking books 14 days

Videos 2 days
Equipment (to clubs and organizations only) for the
length of presentation.
FINES: No fine or fee will exceed the cost
of the replacement of that item. Books fines - $.05
a day
Talking Books $.05/ tape or CD a day
Periodicals - $.10 a day
Videos - $1.50 a day
Equipment -$5.00 a day.
$.25 for Date due slip that is removed, and for any
book cover that is damaged.
$1.00 for Videos not rewound.
$5.00 Damaged or missing video and talking book cases
$ .15 Black and white prints and copies per page
$ .25 Colored prints per page.
$1.00 a page to send and $.25 a page to receive a fax.
Items to small to go through the fax machine safely
will have to be copied on the copier first, at $.15
a page.
LOST ITEMS: When an item is reported
as being lost or stolen, or six weeks overdue it is
considered lost. The borrower is then responsible for
paying the replacement cost of that item.
BILLING: Bills are due upon receipt.
Payment should be made directly to the Deaf Smith County
Library, 211 E 4th St., Hereford, TX 79045. Failure
to pay, will block the borrower from using the Deaf
Smith County Library as well as all other Harrington
Library Consortium Libraries and Texas Panhandle Library
System members libraries
